I didn't read all of the briefing, but does it basically mean that everyone can participate in clans wars? meaning that every match up wont be a cluster of BatChats, IS-7's, JgPzE100's etc.

No no not MO, TX!!  I can do Tier 1-3..I actually excel with those tiers..Tier 10..I can never win games with those :< Only my M103..i can do good in |
